PART ONE
Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1 –  (1) The purpose of this regulation is to regulate the procedures and principles regarding the purpose, fields of activity, administrative bodies and duties of Harran University Turkish Teaching Application and Research Center.
Scope
ARTICLE 2 –  (1) This Regulation covers the provisions regarding the purpose, fields of activity, administrative bodies and duties of the Harran University Turkish Teaching Application and Research Center.
Basis
ARTICLE 3 –  (1) This regulation has been prepared on the basis of the sub-clause (2) of the first paragraph of the article 7 and the 14th article of the Higher Education Law dated 4/11/1981 and numbered 2547.
Definitions
ARTICLE 4 –  (1) In this Regulation;
a) Center (Harran Tömer): Harran University Turkish Teaching Application and Research Center,
b) Director: The Director of the Center,
c) Rector: The Rector of Harran University,
ç) University: Harran University,
d) Administrative Board: The Administrative Board of the Centre

PART TWO
Purpose and Fields of Activity of the Center
Purpose of the Center
ARTICLE 5 –  (1) The purpose of the center is as follows:
a) To teach Turkish in the country and abroad, to open units at home and abroad in accordance with the provisions of the relevant legislation in order to promote Turkey and Turkish culture,
b) Within the framework of national and international bilateral agreements To carry out joint education, research, application and publication activities by working with
relevant public institutions and organizations on the teaching of Turkish and foreign languages, To open courses for staff and teachers, to make them do internships, to prepare introductory and guide publications about the countries where they will work,
d) To make researches and applications on Turkish and foreign language teaching methods, to prepare materials, to support and encourage the studies in progress,
d) To teach Turkish in a better way and to promote Turkey and Turkish culture in the best way To organize trips abroad and to give awards,
e) To prepare programs and develop methods for teaching Turkish as a mother tongue or to foreigners, and to cooperate with various institutions and organizations related to this subject in the country and abroad.
Areas of activity of the Center
ARTICLE 6 –  (1) The areas of activity of the Center are as follows:
a) Application for professional experience to students of Turcology Department of universities abroad and to senior students and graduates of Turkish, Turkish Language and Literature, Turkish Language and Literature Teaching, Contemporary Turkish Dialects and Literatures, Folklore, Linguistics and foreign languages ​​departments of universities in Turkey To organize programs, to have internships, to issue certificates when necessary,
b) To make comparative studies between the teaching of Turkish and other languages ​​in order to make Turkish teaching more efficient,
c) To organize language exams and language proficiency exams at home and abroad,
d) To open socially and culturally supported courses aimed at improving the foreign language or diction, reading and similar Turkish language skills of primary, secondary and university students,
d) To organize in-service courses in the fields of Turkish and language teaching in the country and abroad.
PART THREE
Administrative Bodies and Duties of the Center
Administrative bodies of the center
ARTICLE 7 –  (1) The administrative bodies of the center are:
a) Director,
b) Board of Directors.
Director
ARTICLE 8 –  (1) The Director is appointed by the Rector for three years from among the University teaching staff related to the field of activity of the Center. The Director whose term has expired may be reassigned.
(2) With the recommendation of the Director, a maximum of two people from among the academic staff working at the University related to the field of activity of the Center are appointed by the Rector as assistant directors for three years, to assist the Director in his work. The rector may change the assistant principals in the same manner when necessary.
(3) In the absence of the principal, one of the deputy directors shall act. If the mandate lasts for more than six months, a new Director is appointed. When the duty of the manager ends, the duty of the assistant managers also ends.
Duties of the Director
ARTICLE 9 –  (1) The duties of the Director are as follows:
a) To represent the Center and to preside over the Board of Directors,
b) To make assignments required by the work of the Center,
c) At the end of each academic year and upon request, after receiving the opinion of the Board of Directors on the report on the general situation and operation of the Center. then to present it to the Rector.
(2) The Director is responsible to the Rector for the regular execution of the activities in line with the goals of the Center, the supervision and control of all the activities of the Center, and for taking the necessary measures in these matters.
Administrative Board
ARTICLE 10 –  (1) The Administrative Board consists of three members, under the chairmanship of the Director, among the deputy directors and the University teaching staff related to the field of activity of the Center, appointed by the Rector for three years upon the recommendation of the Director. A member whose term has expired can be reassigned. A new member is appointed in the same way to complete the remaining term in place of the member who leaves his/her position for any reason.
(2) The Board of Directors decides on the education, training, scientific research, consultancy, publishing activities of the Center and the principles related to these activities. The Board of Directors convenes at least once a month, ordinarily and extraordinarily when necessary, upon the call of the Manager, at least with absolute majority, and the decisions are taken with the absolute majority of the attendees.
Duties of the Board of Directors
ARTICLE 11 –  (1) The Board of Directors performs the following duties in matters related to the management of the Center:
a) To meet at least once a month to take decisions on the activities and management of the Center,
b) In matters related to the determination and appointment of the personnel to be assigned at the Center Examining the proposals of the Director and deciding on their recommendation to the Rectorate,
c) To determine the principles regarding the preparation of the annual report to be prepared by the manager at the end of each activity year and to prepare the work program for the next year
d ) To determine the
principles regarding the establishment and operation of the central units and to submit them to the approval of the Executive Board

To determine the principles and procedures of the studies to be carried out jointly with the institutions,
g) To evaluate and decide on the issues brought by the Director regarding the management of the Center.
Implementation units
ARTICLE 12 –  (1) Turkish and foreign language teaching in the center is carried out by the implementation units established according to the number of students.
Duties of the implementation units
ARTICLE 13 –  (1) The duties of the implementation units are as follows:
a) Planning the education and training related to their units and presenting them to the Board of Directors,
b) Monitoring the scientific studies related to the unit, guiding and assigning the academic staff about scientific studies,
c) Preparing the exam questions, To determine technical principles related to education such as assessment and evaluation, to supervise applications,
d) Carrying out joint studies with other units,
d) Carrying out in-service training activities,
e) Preparing and evaluating the exams related to the recruitment of lecturers, organizing the internship program of the new lecturers,
f) Monitoring the success of the lecturers and presenting a report to the Board of Directors.
CHAPTER FOUR
Miscellaneous and Final Provisions
Personnel requirement
ARTICLE 14 –  (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be appointed by the Rector in accordance with Article 13 of the Law No. 2547.
Cases where there is no provision
ARTICLE 15 –  (1) In cases where there is no provision in this Regulation, other relevant legislation provisions and Senate and Board of Directors Decisions are applied.
Enforcement
ARTICLE 16 –  (1) This Regulation enters into force on the date of its publication.
Execution
ARTICLE 17 –  (1) The provisions of this regulation are executed by the Rector of Harran University.
